What "marked as solution" means and who gets to mark it

If you want a fast orientation, read three solved topics in the subcategory you care about. Solved means somebody said the answer worked, which is more signal than reply count.

Asking directly, because I could not find a straight answer: What "marked as solution" means and who gets to mark it

Question in the title. Context below, and I have tried to include the things people here always have to ask for.

What I have already read: the relevant maintained document, the two topics it links to, and the tag page. What I could not find is the specific case I am in, which may simply mean it is uncommon.

I am happy to be told this is answered elsewhere if someone can point at where.

Trust levels accumulate over time and they give you access to small things like the ability to edit your own posts without a timestamp. They are not a status symbol and they do not make you more right. Someone at trust level zero with a good question gets better answers than someone at trust level four with a bad one.

It is worth stating the boring hypothesis before the interesting one.
