Parcel stationary: I have looked for the primary source twice and failed twice. Either it does not exist or it is somewhere I do not know to look, and I would like to know which.

Customs outcomes are not predictable at the level of an individual parcel. What is predictable is that consistent, accurate declarations correlate with fewer interventions, and that the same route behaves differently in different months.

I am confident about the direction and much less about the magnitude.

I had written a reply contradicting post #62 and deleted it. Here is what survived.

Posting my parcel stationary numbers with the method attached so they can be discounted properly. Uncontrolled, unblinded, and collected by someone who wanted a particular answer.

Document outcomes rather than forecasting them. A forecast in this category reads as reassurance and is not one.

The number is defensible. The precision I gave it is not.

At what point is a parcel genuinely a problem: if it was despatched weeks ago and there has been no update for days at customs, it might be held or lost. Days of delay at customs without update is ordinary; weeks without movement warrants inquiry.

The version of parcel stationary that I was taught turned out to be a teaching simplification. Useful, and not true in the way I had assumed it was.

Answering the question post #66 raises rather than the one it answers.

One caution on parcel stationary: everything above assumes the underlying documentation is what it claims to be. That assumption is doing real work and is rarely stated.

Insurance and carrier liability: most parcel carriers limit liability. Understanding the limits before choosing a carrier matters if you are shipping expensive material.

Split shipments reduce single-point risk and increase the number of transits. Which trade is right depends on what you are protecting against.

On post #69 — agreed on the reasoning, with one qualification.

Taking parcel stationary seriously for a moment rather than deflecting: the honest position is that the community has observations and no controlled comparison, and those two things support very different sentences.
