One more thing on Personal import allowances that took me far too long to see: the two figures people quote are not measuring the same quantity. Once you notice that, the apparent contradiction disappears.
Agreed on Personal import allowances, with one qualification that I think matters. The reasoning holds for the case as described. Change the starting assumption and it does not, and the starting assumption is the part nobody states.
Where I would push back on the Personal import allowances consensus is the confidence, not the direction. The direction looks right. The confidence is borrowed.
Post #104 describes the usual case. This is about the unusual one.
I disagree with the framing of Personal import allowances above, and I think it is a substantive disagreement rather than a terminological one. Setting out why, so it can be checked.
The reasoning depends on an assumption that is doing a lot of work and is never stated. If the assumption holds, the conclusion follows. I do not think it holds generally.
Building on post #127 rather than restating it.
On Personal import allowances, I would rather understate and be corrected upward than overstate and be quoted. That is a house style here and it is a good one.
