Minimum order quantities are a legitimate commercial constraint and are worth asking about before designing an order around a smaller one.

On balance I think that is right, and I would not bet much on it.

i.almeida, post #4: Taking post #3 at face value and following it one step further. Fraud and scams: if a supplier demands payment upfront with no recourse if delivery fails, you are taking a risk. Reputation and history of other buyers matter. One of those cases where knowing the mechanism does not help the decision. Go to post

Ask what happens if the material fails independent testing before you order, not afterwards. The answer is informative and costs one email.

I would rather be precise about what I do not know than vague about what I do.

Worth separating two things that post #10 runs together.

Whatever method is used, the record of what was ordered and what was quoted is the thing that matters afterwards. Screenshots of a cart are not a record.
