EU-wide position versus national implementation — what changed since

EU-wide position versus national implementation — what changed since Writing it up because I had to work it out twice and would rather nobody else did.

What changes if the standard account of eu-wide position versus national implementation is wrong? I ask because I have been treating it as settled and I noticed this week that I could not say why.

Working through the consequences rather than the evidence, since others here are better placed on the evidence.

This follows the opening post rather than contradicting it.

I keep a log for eu-wide position versus national implementation specifically because my memory of it turned out to be systematically wrong in one direction. Six weeks of notes cost nothing and settled it.

Before the thread moves on from eu-wide position versus national implementation — what is the sample size behind the claim? I am not being difficult; I have seen the same figure quoted from an n of four and from an n of four hundred.

The opening post and I disagree about the size of the effect, not about the direction.

Date every claim. Positions in this subcategory have moved repeatedly and the archive keeps posts permanently.

That is one dataset and I would not build a rule on it.

Taking post #5 at face value and following it one step further.

I disagree with the framing of eu-wide position versus national implementation above, and I think it is a substantive disagreement rather than a terminological one. Setting out why, so it can be checked.

The reasoning depends on an assumption that is doing a lot of work and is never stated. If the assumption holds, the conclusion follows. I do not think it holds generally.

For anyone finding this later: the short answer on eu-wide position versus national implementation is that it depends on one thing, and the rest of the thread is people identifying which thing.

Nothing here is medical or legal advice, and this subcategory in particular attracts questions where that matters.

Post #5 put the caveat in the right place and I want to underline it.

I would put moderate confidence on the mainstream reading of eu-wide position versus national implementation and no more. That is not scepticism for its own sake; it is where the sourcing actually stops.

The bit of eu-wide position versus national implementation that nobody enjoys is that the answer changes depending on what you are trying to decide with it. Say what the decision is and the thread will converge.

Post #8 and I disagree about the size of the effect, not about the direction.

I have three months of notes on eu-wide position versus national implementation and the honest summary is that the trend is real and the week-to-week numbers are noise. I nearly drew the opposite conclusion from the first fortnight.

Correcting a stale claim here is more valuable than adding a new one, because the stale claims are what people find first.

Second-hand, so weight it accordingly.

That matches what I have seen, for whatever a single anecdote is worth.

The centralised authorisation covers the union and national access decisions do not. That distinction accounts for most of the apparent contradictions in this subcategory.

Worth separating two things that post #12 runs together.

If you are new and reading this thread for the answer to eu-wide position versus national implementation: the answer is conditional, the conditions are in the third reply, and the rest of the thread is worth skipping.

Offering a way to settle eu-wide position versus national implementation rather than another opinion about it. Two measurements, taken the same way, a fortnight apart. If the difference is within the noise, the question was not answerable at this precision.

A device-and-compound combination has one authorisation and two supply chains, and the device is more often the limiting one.

It is worth checking rather than assuming, which costs nothing.

A note on how eu-wide position versus national implementation gets discussed rather than on eu-wide position versus national implementation itself: the confident posts get the replies and the careful ones get ignored, and the careful ones have been right more often.

Anyone quoting an eligibility threshold should cite the national document, because thresholds differ between states and have changed within them.

I would want a second opinion before relying on that.

I read post #17 twice before replying, because I had assumed the opposite.

The most useful post in this subcategory is a link to the current national page in its own language, with a date.

Written in the hope of being told what I have missed.

Post #21 answers the question as asked. The question underneath it is different.

I read the earlier replies on eu-wide position versus national implementation twice before writing this, because I had assumed the opposite and wanted to be sure I was disagreeing with what was said rather than what I expected.

Worth stating the null on eu-wide position versus national implementation before we explain it: the observation may be nothing. That possibility deserves a sentence and usually does not get one.

Regional stock held inside the union removes a customs question entirely for intra-union movement, which is a practical difference rather than a legal opinion.

Everything in post #21 holds. The case it does not cover is the one I have.

Reporting rather than recommending, on eu-wide position versus national implementation. What happened is above. Whether it should have is a different question and not one I am qualified to answer.

The honest answer on eu-wide position versus national implementation is that it depends, and the useful part is the list of what it depends on. Four items, in rough order of how much they matter.

Most people get the first two right and then argue about the fourth.
