What a seizure notice actually says — that is the question, and I have not found it answered plainly anywhere I have looked.

Two things I would like separated before anyone answers on seizure notice, because they get bundled and then argued about as one thing.

The first is descriptive: what has actually been observed, by whom, and how. The second is causal: why. I am asking about the first only.

Declaring contents accurately: declaring accurately reduces intervention risk. A declaration of "peptide research chemical, 5 grams" is better than "vitamin" or "other" because custom officials can verify a declared chemical is actually what was declared.

Document outcomes rather than forecasting them. A forecast in this category reads as reassurance and is not one.

Where I would push back on the seizure notice consensus is the confidence, not the direction. The direction looks right. The confidence is borrowed.

I would keep seizure notice and the decision it usually gets used for separate in this thread. They are related and they are not the same question, and merging them is why the last one went badly.

Coming back to post #6, because the follow-up matters more than the original answer.

The practical version of seizure notice is three sentences long. The rigorous version is three pages and reaches the same conclusion with the conditions attached.

Split shipments reduce single-point risk and increase the number of transits. Which trade is right depends on what you are protecting against.

Seizure notice would be much easier to settle if anyone reported the denominator. Almost nobody reports the denominator.

Post #9 and I disagree about the size of the effect, not about the direction.

Import restrictions by jurisdiction: what is legal to import for personal use varies enormously by country. Some jurisdictions are quite permissive; others are not. Checking your own country's rules before ordering is prudent.

Reshipment after seizure: if a parcel is seized, some suppliers will reship; others will not. That is a supplier choice and should be understood before ordering in a jurisdiction with higher seizure risk.

I would put a moderate confidence on that and no more.

Whatever the answer on seizure notice turns out to be, the method for getting there is the same: state the assumption, do the arithmetic in public, invite the correction.

Notice of a delay before the quoted window elapses is a materially different service experience from notice afterwards, and it is worth recording which happened.

The conclusion is tentative; the arithmetic underneath it is not.

I read post #13 twice before replying, because I had assumed the opposite.

One caution on seizure notice: everything above assumes the underlying documentation is what it claims to be. That assumption is doing real work and is rarely stated.

Two people can read the same figure differently here and both be reasonable.

The reason seizure notice keeps being re-asked is that the answer is conditional and people quote it without the condition. It is not that the answer is unknown.

Answering the question post #28 raises rather than the one it answers.

Taking seizure notice seriously for a moment rather than deflecting: the honest position is that the community has observations and no controlled comparison, and those two things support very different sentences.
